| 2011 ABPA Scholarship Contest The topic of the 2011 ABPA
Scholarship competition was: “Backflow prevention and cross connection
control not only protects the drinking water in day to day applications,
but it can also be a protection against terrorist acts. Tell the public
what you would suggest for them to be aware of - and do to protect the
safe drinking water program(s) in your community.” The winner of the
2011 ABPA Scholarship is Chandler Lara Thomas of Ruther Glen, VA
(pictured below).
Chandler Thomas had never heard of backflow prevention or
cross-connection control when she found the application for ABPA’s
annual scholarship competition while searching online. Since the
beginning of her junior year at Caroline High School, Chandler had, by
her account, applied for about 50 scholarships per year as part of her
strategy to pay for college. She read the description of the topic and
was intrigued: Backflow prevention and cross connection control not only
protects the drinking water in day-to-day applications, but it can also
be a protection against terrorist acts. Tell the public what you would
suggest for them to be aware of—and do to protect the safe drinking
water program(s) in your community.
Chandler’s essay, Backflow Prevention and its Role in Preventing Water
Terrorism, was selected as the winning entry in the 2011 scholarship
competition. The essay attests to the research she performed into both
backflow prevention and of actual instances and possible sources of
biological terrorism. It also illustrates her clear understanding of how
the one might best be applied to prevent the other.
In May, Chandler graduated from high school; where will her $1,000 ABPA
scholarship be applied? To Duke University, where she will be majoring
in biology as part of her pre-med program. It’s clear that Chandler is
well on her way to a successful college career.

| 2007 ABPA Scholarship Winner Information On May 10, 2007
Robbie Neumann of San Antonio Texas received the Harrington/Arthur
Scholarship Award given by the American Backflow Prevention Association
for this year. The presentation was made at the monthly ABPA meeting
hosted by the San Antonio Chapter. Robbie a student of the University of
Texas at San Antonio won the award with his paper titled “How Does the
San Antonio Water System Protect Water Quality?” The paper detailed the
complexities of a water distribution system and how difficult it is to
protect it. It was based on a cross connection that happened in San
Antonio in 2002 when a contractor tied the potable water to the recycle
reclaim water system. Robbie received a check for $1000.00 to his
college fund and a certificate of recognition for the scholarship from
ABPA. In addition, the ABPA-San Antonio Chapter gave Robbie an ABPA
plaque, cap and stickers to commemorate the occasion. It was the first
time in the 23 year history of the ABPA that a student from San Antonio
won the scholarship contest.

| 2007 ABPA Scholarship Contest The American Backflow Prevention Association Harrington/Arthur
Memorial Scholarship is currently accepting applications. This
scholarship is available to any high school student over 13 and under 20
years of age as of January 1, 2007. Additional rules and information may
be found via the links below. By submitting an essay based
on the question, "What is backflow prevention? How does your water utility address
backflow
prevention?" and "Is this approach adequate?", a
student can win a scholarship of $1000.00 towards higher education.
The deadline is February 28, 2007, so start working on those essays
:)

2004 Winner - Dewi Harjanto, Northwood High School, Irvine CA

In 2001, the Backflow Prevention Manufacturer's Association lost two
individuals from the manufacturing community to separate, premature
deaths - Paul Harrington from HOT BOX, and Tony Arthur from Watts
Regulator. These two gentlemen were similar in several ways - positive
similarities, including their styles, their business approach and their
friendly personalities. The BPMA decided to honor these two gentlemen by
creating the Harrington/Arthur Memorial Scholarship.
After the 2003 ABPA Conference in Detroit, the BPMA and ABPA decided to
join forces and co-sponsor the scholarship competition. The
scholarship’s intent is to promote public education on cross connection
control and public safety through clean water preservation.
This year’s competition ran from its initial announcement in September
of 2003 through the application deadline of January 31, 2004. This
year’s question was two-part: “How does your water utility address
backflow prevention?” and “Is this approach adequate?” Applications were
received from eight (8) different states and included several,
well-researched entries.
We would like to thank the scholarship committee, consisting of Pat
Robinson, Long Beach Water, Jim McCoy, Tokay Software, Ruth E.
Pluchinsky, Charlotte/Mecklenburg Water and Mike Devine of HOT BOX. We
would also like to thank the Southern California Chapter of the ABPA for
their local promotion and support. Additionally, we would like to
challenge all ABPA Chapters and Regional Directors to support and
publicize this next year’s competition, which will be announced in
September, 2004.
This year’s winner faced stiff competition, but rose to the top of the
pile. She comes from Southern California, just South of Long Beach in
Irvine. The winner was at the 2004 ABPA Conference, along with her
parents and her two brothers.
Dewi Harjanto, the BPMA and ABPA thank you for your application to our
