8" gate valve won't shut off %^%$#%^&!! HELP!

The gate valve nrs on a Wilkins 950 8", won't shut off the water. We shut the water off at the main and removed the top half of the gate valve and cleaned all debris away from bottom seat area. (this was done after exercising the valve lots of times with water flowing) It's not that old, no rust, no calcium build up. The rubber looked almost new. Rolling Eyes
What the heck is going on here?
The screw bolt seems to be at it's max length when in the down position and it matched the other side. Confused Shocked Mad Evil or Very Mad Crying or Very sad Sad Exclamation
